Review of PBA structure to commence


National council at its biennial conference in 2017 agreed to a review of all structures of Pipe Bands Australia to capture the aspirations of bands and their members as part of a strengthened commitment to governance in a contemporary world, noting that national management committee had already introduced a number of new governance measures and implemented for the first time a nation-wide accounting package at national and branch levels that had been the subject of research since 2016.

Council determined that all facets of the organisation structure, including college, should be the subject of review.

A review panel will be appointed drawing together members with experience in administration and governance within government, business and community and aiming to blend internal and external backgrounds to maximise lateral consideration of options best suited for the future structure of our national organisation.

Expressions of interest are now invited from people with backgrounds in governance, finance, change management, structural review and restructure at pipe band, corporate and government level. EOIs are to be received by the secretary (secretary@pipebands.asn.au) by 12 May with the review panel to be appointed by national management committee and commence work soon after. The five-member review team will be headed by the Principal Rules and Administration with the president as ex-officio.

Under the review process, submissions and proposals will be invited and received from branches, member bands and individual members of Pipe Bands Australia until 30 July.

It is proposed that the panel will release a Green Paper in the final quarter of 2018 containing structural options for discussion by branches and bands and the opportunity to make further submissions prior to release of a final report and recommendations by 30 June 2019.

Branches, bands and members are requested to respect the internal workings of the association during this extensive review period and refrain from any commentary or discussion on any platform external to Pipe Bands Australia, with conversation focussed at branch and other meetings.
